Who We Are

For every young person the system left behind.

Hope Horizon exists for any young person who couldn't complete their education — not because they lacked ability or ambition, but because life got there first. The orphan who became a breadwinner. The street child with no fixed address to register at a school. The teenager from a broken home where survival came before studying. The child who aged out of the welfare system at 18 with no matric and nowhere to go.

We don't ask how you ended up here. We ask where you want to go. Hope Horizon provides a complete, structured environment — a working farm, completed schooling, and world-class IT training — that gives any young person who was let down a genuine, funded second chance.

We are now building a second pillar on the same land: a home for women and their children who have lost their housing, their income, or their safety. Same principle, different age group — remove the danger, restore the person, relaunch the life.

This programme was not
designed from the outside.

Hope Horizon was founded by someone who lived this story before she told it. Our founder does not speak about the Cape Flats, about foster care, about growing up without knowing your parents — she speaks from it. That is why this programme is built the way it is. Not from research alone. From memory.

"I was given security, protection and guidance when I needed it most. Every child deserves the same."

Charmaine was orphaned at three months old and taken to St Anne's Home. From there she was placed in foster care, where she grew up until she was 18.

She was raised in a strict home alongside several other children, including Joylene Jansen, who is now a fellow director of Hope Horizon. None of them knew their birth parents. Their foster father, James Roberts, did everything he could to keep them safe. He made sure they had what they needed and gave them the values and discipline they still carry today.

He planted a vast garden on the property where they lived, full of fruit trees, and encouraged the children to work in it. Those trees were the crown of their childhood. They spent many summers climbing them and tending the garden. There were chores and a daily routine, and through them the children learned what discipline really means.

After school, they went on to study and learned a great deal along the way. Charmaine built a career as an IT professional, working for many companies, building platforms and learning the intricacies of what it takes to make them work. She loves what she does.

Hope Horizon grew out of that journey. Charmaine wants children growing up in circumstances like hers to have the same security, protection and guidance she was given.

Why This Model Exists

The Cape Flats is not a
disadvantage problem.
It is a survival problem.

Charmaine did not build Hope Horizon because she read about the problem. She built it because she lived it. But for every person who found a way through, there are thousands who didn't — not because they were less capable, but because the odds were stacked in ways most people will never fully understand. This section explains those odds.

We serve any young person education left behind — not one community, one story.

Hope Horizon does not have a single profile of who belongs here. Our doors are open to:

Orphans and child-headed households — who became caregivers before they became adults, leaving school to feed siblings or earn rent.

Street youth — who had no fixed address to register at a school, or whose survival on the streets made attendance impossible.

Children from broken or abusive homes — where chaos, addiction, or violence in the household made studying at home an impossibility rather than a choice.

Youth who aged out of the welfare system — turned 18 in a foster placement or children's home, with no matric and no safety net.

Gang-affected Cape Flats youth — who faced active pressure and danger for trying to rise above their environment.

Farm and domestic worker children — who moved constantly with their families, never staying in one school long enough to complete a grade.

What they share is not geography or circumstance — it is that they were never given the stable ground to stand on while learning. Hope Horizon provides that ground.

Cape Town is one of the world's most violent cities — and the violence is concentrated here.

The Cape Flats — the sprawling township belt stretching south-east of Cape Town's CBD — has recorded murder rates that place it among the deadliest urban areas on the planet. In some precincts, the annual murder rate exceeds 200 per 100,000 people. For context, the global average is around 6. These are not statistics from a war zone. They are from residential neighbourhoods where our young people grew up.

Gang networks recruit children. Education makes you a target.

The major Cape Flats gangs — some with memberships in the tens of thousands — actively recruit from as young as 10 to 12 years old. A teenager visibly trying to study, get qualified, and leave the community is often seen as a threat to group loyalty. Young people who pursue education while remaining in these areas face social pressure, threats, and in some cases, direct violence. Staying in your neighbourhood while trying to rise out of it is not just hard — it can be genuinely dangerous.

The schools themselves are part of the crisis.

Many Cape Flats schools operate in conditions that make learning nearly impossible: teacher absenteeism rates that can exceed 20%, classrooms disrupted by gang activity, children arriving hungry, and infrastructure that has not been maintained in decades. When a young person "drops out," it is almost never because they lack ability or ambition. It is because the system around them collapsed first. We do not take in young people who gave up. We take in young people who were let down.

You cannot fix the outcome without changing the environment.

This is the core insight behind Hope Horizon's residential model. Decades of well-funded day programmes — bursaries, after-school centres, skills workshops — have demonstrated a consistent truth: if you send young people back into the same environment every evening, the environment wins. Peer pressure, survival obligations, and the absence of a quiet, safe study space erode even the most motivated individuals. The farm is not a luxury. It is the intervention itself — a complete, structured alternative environment where learning becomes possible because the competing pressures have been removed.

Global precedent: Residential models work where day programmes don't

This is not a new idea — it is a proven one. The YouthBuild movement (United States, 300+ programmes) has demonstrated for decades that combining residential stability, hands-on work, and education completion produces outcomes that outperform every other intervention model for at-risk youth. Camphill communities across the UK and Europe use farm-based living as therapeutic and educational infrastructure. Israel's Youth Aliyah programme — founded in the 1930s — relocated youth into agricultural communities and produced generations of professionals and leaders. Hope Horizon applies this globally validated framework to the specific context of South Africa's most underserved youth.

Evidence base: Residential + work + education = the most durable pathway out of entrenched poverty.

Why a farm specifically — and why self-sufficiency matters

A farm creates something that urban facilities cannot: a genuinely self-contained world with no idle time and immediate, tangible consequence. When you grow food, maintain animals, and keep a property running, the feedback loop is immediate — and it builds something profound. Young people who have experienced food insecurity, unstable housing, and dependency on others find in farm life a deep psychological shift: they become providers. That shift — from passive recipient to active contributor — is the foundation on which academic and professional ambition is built. It also means the programme has a path to low-cost, sustainable operation that does not depend on continuous donor funding alone.

Practical outcome: Self-sufficient operations reduce programme costs and teach responsibility simultaneously.

Why IT — and why it changes everything in a South African context

A qualified IT professional in South Africa can earn 5–10 times the median national income. More importantly, cloud and software skills are geographically unconstrained — a graduate from the Cape Flats with AWS certifications can work for a London firm remotely, earn in sterling, and build generational wealth while remaining in South Africa. IT is the single discipline where the gap between local conditions and global earning potential is widest, and where a year or two of focused training can bridge it. We chose IT not because it is trendy, but because it offers the most direct, verifiable path from poverty to professional independence for people starting with nothing.

Whether you left school in Grade 8, grew up on the streets, or never had the stability to attend consistently — if you are willing, Hope Horizon is built for you. Every resident begins the same way: completing their schooling and living on the farm. Then they choose their path.

For those drawn to building, coding, and the digital world. After completing schooling on the farm, residents enter a full year of industry-grade IT training — cloud, networking, databases, DevOps — with an optional advanced year for full professional proficiency.

The farm isn't a backdrop — it's central to the model. Residents grow their own food, maintain animals, manage water, and keep the operation running. This creates genuine self-sufficiency while teaching skills no classroom can replicate.

Waking up with purpose. Working alongside others. Seeing food grow from seed. These experiences build the foundation of discipline, resilience, and dignity that carry graduates through their IT training and into careers.

When a woman has nowhere to go,
her children have nowhere to go.

Hope Horizon began with young people. It cannot end there. In the communities we serve, the person holding a household together is almost always a woman — and when she loses her housing, her income, or her safety, an entire family falls with her. We are building a second home on the farm: a place where a mother and her children can arrive with nothing and leave with a future.

The official numbers are already severe — and they are an undercount.

Census 2022 counted 55,719 homeless people in South Africa. In 1996 that figure was 13,135 — it has more than quadrupled in a generation. Of the 2022 total, 16,667 were women, and roughly eight in ten homeless people were living with no shelter of any kind. The Western Cape alone accounted for 17.5% of the national total. And the reason people gave most often for being homeless was the simplest one there is: they had lost their job, or never had one.

Women's homelessness is hidden — which is exactly why it is under-counted and under-funded.

A mother with children rarely sleeps on a pavement. She moves between relatives until the welcome runs out. She sleeps on a floor, in a backyard room she cannot pay for, in a car, in a shack that belongs to someone else. Or she stays with a man who hurts her, because the alternative is the street with her children beside her. None of this is recorded as homelessness. It is survival without an address, and it does not appear in any national count. The 16,667 women in the census are the visible edge of a far larger number.

There is almost nowhere to send her.

Nationally, roughly 125 shelters offer about 1,687 beds for women fleeing violence. Set that against the first South African National Gender-Based Violence Study, which found that 33% of women over 18 — around 7.3 million women — have experienced physical violence in their lifetime. South Africa's femicide rate stood at 12.2 per 100,000 women in 2022, roughly six times the global average. In the Western Cape, 26 provincially funded shelters serve the whole province; women in the Central Karoo have been told the nearest state shelter can be almost 200km away. When the beds are full, women are turned away — back to the abuser, or onto the street.

And the shelters that do exist were never designed to change a life.

A shelter placement is an emergency placement, usually measured in weeks or a few months. It exists to keep a woman alive, and it does that vital work under impossible funding pressure. But she leaves with the same absence of income, qualifications, and housing that trapped her in the first place — and the cycle restarts, often with the same man. The gap in South Africa is not only emergency beds. It is what happens afterwards. Almost nothing exists in the middle: no long-stay, training-led, exit-focused home that takes a woman from crisis to genuine independence.

Remove. Restore. Relaunch. — the same model, for mothers.

Our model already rests on a single insight: you cannot rebuild a life while you are still fighting for your safety. That is as true at 34 as it is at 17. On the farm, a woman and her children receive 12 to 24 months of genuine stability — not weeks. Her children are schooled and cared for on site. She receives trauma counselling, adult education, financial literacy, and access to the same IT and skills training our youth residents receive. She does not leave when the crisis passes. She leaves when she can pay her own rent.

What the house will provide

A private family unit for a mother and her children — not a dormitory bed. A 12 to 24 month placement rather than a few weeks. Trauma counselling and access to legal support for protection orders, maintenance, and custody. Schooling and childcare on site so that she can actually attend training. Adult education, digital literacy, and a route into the IT Academy or a farm-based livelihood. Savings discipline and financial literacy from month one. And a supported exit — assistance securing her own rented home, with follow-up for a year afterwards.

Why the children come with her — always

A significant share of women who return to a dangerous home do so for one reason: there was nowhere that would take their children with them. Older boys in particular are frequently refused placement. A mother will choose danger over separation from her children every single time — and she is not wrong to. Any facility that cannot house the children has already lost her before she arrives. The farm has space, food, and room to grow, which is precisely why it can do what an urban shelter cannot: admit a family as a family, and keep siblings together.

Why the farm makes this affordable

The infrastructure that makes this possible is already being built for our youth programme: residential accommodation, food production, house-parent supervision, classrooms, counselling capacity, and an accredited training academy. Adding a women and children's house to an operating farm costs a fraction of establishing a standalone urban shelter, and it inherits a training pathway that most shelters can only refer out to. Shared infrastructure is not a compromise here — it is the reason the model works at a cost donors can sustain.

Not every young person who arrives here is heading for a keyboard. Stream B is a structured pathway in music production, sound engineering, and dance for residents whose gift is creative — built on exactly the same foundation as our IT stream: completed schooling, farm life, mentorship, and career preparation. It is a smaller programme than our IT Academy, and deliberately so.
